| FREP Membership Meeting |

Program: Lower
Fox River Land Conservation Planning
Presenter: John Church, The Conservation Foundation
The subject of our program is a voluntary planning
project concentrating on land areas along the Lower Fox
River (LFR) its tributaries and the LFR Conservation
Opportunity Area (COA), an area identified as having
important conservation value in the Illinois Wildlife
Action Plan. A strategic land conservation plan will be
developed by a diverse group of local stakeholders in
Kendall and LaSalle County, including private
landowners, local municipalities, counties, agencies,
and other groups to help them determine their priorities
regarding natural resource protection. It may also
enable some to qualify for potential funding by
complying with the local and state plan. This strictly
voluntary planning project is being led by the
stakeholders with support from The Conservation
Foundation.

We will then go to Norris Woods Nature Preserve
for a walking tour (hiking shoes recommended!) |

The St. Charles Park District
stabilized the streambanks and streambed of a 1,700 foot
segment of Norris Woods Creek, a tributary of the Fox
River, located in the Norris Woods Nature Preserve in
St. Charles Township, Kane County, Illinois.
The project also included reconfiguration of accumulated
sediment in an on-line pond to facilitate installation
of wetland plant species to slow and filter streamflow;
reconfiguration of a basin located in the lower third of
the project site into a vegetated swale to collect and
filter runoff before discharging to the creek; and
development and installation of two interpretive signs.
This project received EPA 319 Grant funding. |

EPA 319 Grants FFY13 for the Fox Watershed |
FREP is organizing the submission of a
package of grants to EPA 319 Grant Program for
FFY13. FREP has helped coordinate and assist
with grant submissions every two years for many
years.
Since 1995, the Illinois Environmental
Protection Agency (IEPA) has awarded over $8M in
Nonpoint Source Pollution (NPS) Control Program
“Section 319” funds to help support more than 55
implementation and planning projects valued at
over $12M within the Fox River watershed.
Individual project costs, including local match,
have ranged from about $20K to nearly $2M. |

|
A number of Fox River subwatershed groups are in various stages
of developing, completing, and implementing plans for their
watersheds. FREP continues to be a central source of information
for these activities and will post meeting dates and
information, and news of new planning here in the
Downstream and on our website

The CMAP
Watershed Planning Project for Blackberry Creek and
Ferson-Otter Creek watersheds (Lower Fox River, Kane and Kendall
counties) and Sleepy Hollow Creek and Silver Creek watersheds
(Upper Fox River, McHenry County) has been completed and the three new watershed plans
have been approved by IEPA. The plans are now posted on the FREP
Website and can be accessed
HERE.

RECOVERY “IKE” PROGRAM
The funding priority for the
Ike-Planning Program is for
comprehensive planning on a local or
regional basis in order to guide long
term recovery and redevelopment.
Applicants may propose to:
(1) develop new plans (e.g., in areas
where none exists or where existing
plans are outdated, etc.),
(2) augment or update existing plans, or
(3) develop “actualization” or
“execution” plans to help implement
plans that have been recently
established but have not yet had an
impact on the landscape.
